How To Properly Call Dibs On A Guy

In your adult dating life, there are times when you see an incredibly hot guy with all your girlfriends. As immature as it may be, sometimes calling “dibs” is crucial to your own happiness in regards to your love and sex life.

So why do we call dibs on a potential love interest like we would a front seat of a car? It’s because we know who are we attracted to right away and we especially know when our girlfriends are equally as attracted to the same person to. By staking our claim into a new fella before your friends can, you are doing the best to deflect drama. However, there are some rules you need to learn about calling dibs, because in order for the act to be accepted, there is a certain etiquette you must follow to get what and who you want.

Don’t Call Dibs On Looks Alone

If you see a hot guy across the bar, the best thing to do is to haul ass and approach him before you call dibs on him. You shouldn’t base your attraction on looks alone. You might find out he’s dumber than a doornail. Get to know your crush before staking your claim in him.

Don’t Be A “Dibs” Whore

It’s okay to call dibs from time to time, but don’t overdo it or you run the risk of losing friends and starting fights. Be selective with your choices and only call dibs on someone you truly believe you share a magnetic connection with.

Avoid A Dibs World War

If both of you and friend call dibs on the same guy at the same time, just bow down and let her have this one. No stranger is worth breaking up your friendship over.

Don’t Get Jaded If He Likes Your Friend More

So you called dibs and approached the guy, but he’s more interested in your friend. Be a good sport and don’t stand in the way of your friend’s happiness. Who knows? It might make for a terrific opening for your speech if they get married.

How To Spot a Stage 5 Clinger

So you just started dating a reasonable adult woman and are wondering if you are looking for a potential courtship or a casual dating relationship. There are many unattractive qualities about certain single men and women but nothing will turn you off more than a Stage 5 Clinger.

A stage 5 clinger is a term first used in the film Wedding Crashers and it is a person who gets far too clingy early on in a relationship. According to the Urban Dictionary, the definition of a Stage 5 clinger is ‘a member of the opposite sex that is likely to become overly attached, overly fast.

Getting overly attached to someone is fairly unhealthy, however it is even more unhealthy and even considerably dangerous for the other partner. There are certain red flags that you should consider before pursuing a relationship with somebody that exhibits the following qualities and behaviors.

Getting Jealous Far Too Soon

You just started dating this person and you’re out for a night on the town with them and your friends. You go to the bar and somebody asks you for a light. If your partner starts freaking out, throwing a drink in your face and preparing to fight over you, then you have a “Stage 5 clinger” on your hands.

Your Phone Becomes Your Worst Enemy

A stage 5 clinger will start messaging your cute texts at the beginning. You won’t feel alarmed until you start getting texts every 10 minutes. They’ll have a lot of LOLs and MISS U XOXO in every message. They’ll tell how much they’re thinking about you every hour on the hour. They constantly want to know what you’re doing and if you’re thinking of them…even if you’re sitting on the toilet. If you can put your phone on vibrate and could use it as a sex toy, then you have a clinger!

You’ve Been Tapped Googled

A clinger has a tendency to do their research on you and Google is their best friend. They start googling your name and finding any piece of information they can get on you. Suddenly they start talking about interests of yours that they have immediately adopted for their own and questioning who is with you in a picture and what your relationship to that person is.

They Treat You Like Elmyra

Your clinger will cling to you physically as well as emotionally. If they hug you and you feel like how Buster Bunny on Tiny Toons feels when being hugged by Elmyra, then you are in for trouble, my friend.

If you have no intention on working on this relationship, then get out now! Otherwise, prepare for a world of misery.

How To Attract A Hipster

If you live in the city, spotting a hipster is as easy as spotting tufts of hair on Oscar Winner Mo’nique’s legs. We are always taught to avoid these affected individuals by all costs, however there are always those few hipster chicks and fellas that always seem to win us over at one point. If you are thinking about dating or having sex with a bohemian snob douchebag, then here are a few things you need to know:

Dress Like a Hipster

In order to attract a hipster, you need to become a hipster. This requires an entire wardrobe makeover, but that’s okay because most the things you can buy you can find at thrift stores for dirt cheap. First things first, buy some vintage apparel and then buy skinny jeans and pants from American Apparel. (Do not admit you bought them from American Apparel though. Take the hipster vow of silence.) Then head to a store that iron transfers pictures onto T-shirts so you can showcase your knowledge of obscure television and cinema. Artwork from 70′s to 80′s Italian horror films will definitely turn some hipsters heads. Also, wear T-shirts showcasing canceled TV shows, sitcoms and cartoons. Make sure the show was not that mainstream. Getting a ‘Central Perk’ shirt will not help your adult dating life. Getting a Jennifer Slept Here’ T-shirt will definitely score you some points.

Buy Accessories

Buy big headphones to wear on the street as well as big black sunglasses like the kids wore in Less Than Zero. (You don’t know the movie? Rent it! That is basic hipster pop culture knowledge.) Make sure to buy a gray or black striped toque that drapes off your head and buy a unisex striped scarf to dangle over your jacket. Also, if you’re a guy, grow a long and sporadic dirty beard. Hipster chicks will go nuts!

Build An LP collection

It may be a frightening thought, but you must step into a record store and pick out albums that will stand out in your collection. Hipsters pride themselves for their music knowledge and as long as it’s not top 40 garbage, you will do okay. Buy 70′s funk and soul albums from Leon Ware, Herbie Hancock and Miles Davis. Buy Hip Hop albums from Mad Lib and MF Doom. Buy rock albums from Pink Floyd and The Flaming Lips. If you are panicking, go with Serge Gainsbourg. It works like a charm.

Watch Obscure Cinema

Hipsters pride themselves for knowing movies the general public does not, which means you have to also bone up on your movie watching knowledge. In order to do this, go to a privately-owned video store and chat up the lame hipster movie geek behind the desk. He will make you watch anything by Hal Hartley, Francois Ozon and any film directed by Woody Allen after 2002. Then you should head out to the small theatre you never go to because of the lack of selection. The “lack of selection” is a hipster’s dream. Watch foreign films, old horror films and documentaries. If you don’t know the movie the picture above is from, then you haven’t been doing your homework.

Never Get Too Excited

Hipsters like to mock things religiously and even when they do like something, they don’t act too excited about it. If they bring something up like a group or band, immediately retort back with, “Yeah, but they’re not as good as (fill in the random obscure indie reference here). Talking with your hipster is like a tug of war battle of wits.

Only Go To Micro Breweries

Hipsters don’t like beer. They like ale. Pale Ale or anything with Raspberry wheat. Make sure you take them somewhere where there is not a ‘domestic or imported’ beer list on the menu.

Know Your Fruit

Sounds silly I know, but hipsters primarily like shopping at smelly fruit shops in Chinatown. Instead of picking up apples, pick up goji berries instead. You want some oranges? Get Huando seedless oranges instead.

Invest in a Type Writer iPad Application

Never send your hipster a text. Write out letters to them on type-writer application you can apply on your iPad instead. Then scan your messages onto your computer and post them on your blog. Major points there.

So if you still want to pursue this hipster after this long list, by all means be my guest.

Sex In Space Could Be Out Of This World

Last month, Nasa advisor Dr Jason Kring called for the US space agency to prepare astronauts for sex in space. 'A round-trip mission to Mars could take three years,' he points out. 'We shouldn't assume these men and women will have no thoughts of sex.' He suggested privacy should be factored into the design of spacecraft and that astronauts follow the example of polar explorers and take 'expedition spouses' with them.

Nasa is silent on the issue, beyond the curt: 'We don't study sexuality in space.' Yet mixed-sex crews have been in space for more than 20 years, with a married couple flying on a US shuttle in 1992. Rumours abound that the Russians have studied 'human docking procedures' in Earth's orbit.

'When female astronauts went up to the Mir space station, there were stories circulating in the former Soviet Union that astronauts did have sex in space - which were never denied,' says Will Whitehorn, president of Virgin Galactic.

Possibly problematic

Richard Branson's space tourism venture is due to start test flights this year. 'We've already had a number of inquiries from people about whether they could be the first to have sex in space,' says Whitehorn. 'But we haven't accepted any bookings on that basis and won't until we understand what the safety issues might be.'

Hooking up in zero gravity could present problems. 'Theoretically, it's difficult to do in a weightless environment,' explains Whitehorn. 'You've got the mass of a human body but no gravity to stop you being thrown in any direction. Two people flinging into each other could have interesting consequences - particularly for the male organ.'

Space babies

In some shuttle flights, males have shown a decrease in testosterone level and sexual drive, while astronauts who spend a long time in space also lose bone density, leading to fears that a baby conceived in a weightless environment could be born with brittle bones, unable to cope with Earth's gravity. Dr Logan believes reproduction in space is woefully under-researched: 'After 47 years of space flight, we have yet to see a mammal go from copulation to birth, growth and then reproduction by the next generation.'

For now, though, we may be otherwise occupied when we lift off. 'If you've decided to undertake the adventure of seeing our planet from space, something only 470 people have done, you'll be taking in the experience of weightlessness and the beauty of the planet,' says Whitehorn. 'Sex is not going to be the first thing on your mind.'

Tokyo-based Eri Matsui organised The Space Couture Design Contest in 2006 to look into the possibilities of spacewear. She designed the Zero-G bridal gown, which, apparently, hangs perfectly with or without gravity.

The More Sex We Get, The More We Want

www.independent.co.uk

Bedroom farce, on stage, page or double-page spread, is, for the most part, numbingly banal

"Sex," says the 17-year-old narrator of The Catcher in the Rye, "is something I really don't understand." Well, mate, nor do I. I only know (yes, I'm afraid I do know) that the arms of someone you don't even like – who your head, and your friends, tell you is a total shit – can feel like your natural home on this planet.

And that it's perfectly possible – drearily commonplace, in fact – to feel that a fleeting muscular contraction involving neurotransmitters, endorphins and the sure knowledge that you're king or queen of the universe, is well worth swapping for your marriage, your family, and your pride.

Whatever the Victorians, or Ann Widdecombe, or the smug marrieds on both sides of the political spectrum may say, it was ever thus. From Catullus to Chaucer to Shakespeare to those men of God, Donne and Herbert, right through to that bespectacled owl for whom sexual intercourse famously began "too late", poetry has celebrated the lips, and breasts, and buttocks, and charms of women – and men – who are not their wives. As poet and playwright John Wilmot, Earl of Rochester in The Libertine, the ever-versatile Johnny Depp reminded us that the sexual pirates of 17th-century London were just as adventurous as those in the Caribbean. He was starring with John Malkovich, whose sexually voracious Vicomte de Valmont in Les Liaisons Dangereuses will remain, for many of us, a (rather sexily) sinister but enduring image of aristocratic, decadent, pre-revolution France.

Restoration comedy bristles with brittle asides from loose ladies and rich rakes apparently set on triathlons of sexual licentiousness in plots which served as a kind of 17th-century precursor to sudoku. The tradition continued, in drama, and in life. At my mother's local theatre in Guildford the other day, I saw a play by Dion Boucicault, an Irish playwright hailed by Richard Eyre as "a Victorian Andrew Lloyd Webber", and the writer who inspired Oscar Wilde. The play, London Assurance, was written at about the time that the Brontës were dreaming up role models for future prime ministers. Lacking the wit of a Wilde, or the passion of a governess, it was, alas, merely a reminder that bedroom farce, on stage, page or in a double-page spread in a red-top, is, for the most part, numbingly, grindingly banal.

"I married him," announces a Lady Spanker at one point, "for my freedom and he married me for protection." If this was a mild subversion of the historical sexual status quo, but one not that uncommon in Western aristocracies of the past millennium, it was a relatively pithy statement of the kind of pragmatism in affairs of the heart, and genitals, that has generally prevailed. Not always able to match the biblical ideal of a man and woman joined exclusively, and monogamously, for ever and ever and ever, men, and even the odd woman, have made "arrangements". The most common, of course, has been that indispensable marital accessory, a blind eye, but some have been more complicated. H G Wells, Katherine Mansfield and Vera Brittain, according to a new book on literary love lives between the wars, are just some of the writers whose domestic, and extra-marital, lives were constructed to provide maximum freedom and minimum fuss. Not, perhaps, for the lovers squeezed into the tiny gaps in these busy, busy lives, or for the children, but you can't make a nice libertarian omelette without breaking a few little eggs.

In this lovely, liberal world, a world of kings and princes and lords and sometimes poets, cakes were eaten and retained, and laundry that was already scattered around public parks could not be seized and washed. And if your love life was alluded to in the Daily Courant or the London Gazette, who cared? You were red-blooded, goddammit, you were lusty. You had more important things to worry about than a glimpsed tryst with Emma, or Kate or Nell. Publish? Well, why not? As Wellington famously wrote on the blackmail note he returned to his lover, the courtesan Harriette Wilson, "Publish and be damned!"

That, of course, was an ice-age ago, when the market value of a private life was more on a par with poetry and less on a par with a Damien Hirst. Sex, like chocolate, and Kettle Chips,is a kind of drug – and so, unfortunately, is the media coverage of the sex lives of so-called celebs. The more we get, the more we want. It's a terrible shame, but that's the way the chocolate-chip cookie of the zeitgeist crumbles. Your love of a stripy uniform, or a Chelsea strip, or a juicy orange, allied with a nice whip, or garter, or noose, may or may not be an indication of a damaged childhood, an ability to do a job, or a lively sense of humour. And it may or may not matter.

But if you have any claims to fame, or fortune, or public office, and any sex life beyond the constraints of a 1950s-constructed norm, a sense of humour is precisely what you're going to need, in spades. We have, it seems, made our bed – or basement, or sand dune, or desk at the Admiralty Arch – and now, in the full glare of the media, and the internet, and YouTube and, of course, our children, we're just going to have to lie in it.

Go Ahead, Treat Your Vulva

A new spa offers "pelvic fitness" regimens.
www.salon.com

You've done the mani-pedi, the eyebrow tweezing and the full-body wax. You've had your cellulite wrapped in cellophane. You've indulged in massages, endured chemical peels, blasted every sun spot with microdermabrasion and shot yourself full of Botox. You've exhausted everything your spa has to offer, but, um, aren't you forgetting about something? Perhaps a more intimate area? Well, fear not, because there is now officially a spa for everything. Dr. Lauri Romanzi, a New York gynecologist, is set to open a "pelvic fitness" spa later this month.

"Phit," which stands for pelvic health integrated techniques, focuses on strengthening and rejuvenating the pelvic muscles. Romanzi preaches the gospel of Kegel exercises -- which she refers to as "the dental floss of feminine fitness" -- and offers services such as the "Lazy Susan," which uses electrical stimulation to mimic the effects of Kegels and "Baby Boot Camp," which is billed as "postpartum rehabilitation." As the Times notes, Phit "takes body fixation to a new level, furthering the idea that there is no female body part that cannot be tightened, plumped, trimmed or pruned." And it's certainly worth mentioning that two prominent gynecologists quoted in the piece see no medical evidence backing Romanzi's concept of "pelvic fitness."

But what's really disturbing is something called "The 'Other' Facelift." The procedure, aimed at post-menopausal women, employs a device that integrates laser and radio frequency to "restore labial and vulvar contour to a plump firmness." In addition to exploiting older women's insecurities, the treatments may actually be unsafe. The device Phit uses is meant for the face and hasn't been studied for safety on vulvar skin.

Not to worry, though -- according to Romanzi, the device "does not penetrate deeply enough to affect internal organs like ovaries." In that case, feel free to aim that untested laser directly at my lady parts!

SECURITY scanners that can see through passengers' clothing and reveal details such as their sex organs, colostomy bags and breast size, are being installed in 10 US airports.

A random selection of travellers getting ready to board airplanes in Washington, New York's Kennedy, Los Angeles and other key hubs will be shut in the glass booths while a three-dimensional image is made of their body beneath their clothes.

The booths close around the passenger and emit "millimetre waves" that go through cloth to identify metal, plastics, ceramics, chemical materials and explosives, according to the Transport Safety Authority.

While it allows the security screeners - looking at the images in a separate room - to clearly see the passenger's sexual organs as well as other details of their bodies, the passenger's face is blurred, TSA said.

The scan only takes seconds and is to replace the physical pat-downs of people that is currently widespread in airports.

TSA began introducing the body scanners in airports in April, first in the Phoenix, Arizona terminal.

The installation is picking up this month, with machines in place or planned for airports in Washington (Reagan National and Baltimore-Washington International), Dallas, Las Vegas, Albuquerque, Miami and Detroit.

The new machines have provoked worries among passengers and rights activists.

"People have no idea how graphic the images are," Barry Steinhardt, director of the technology and liberty program at the American Civil Liberties Union, said.

The ACLU said passengers expecting privacy underneath their clothing "should not be required to display highly personal details of their bodies such as evidence of mastectomies, colostomy appliances, penile implants, catheter tubes and the size of their breasts or genitals as a pre-requisite to boarding a plane".

Besides masking their faces, the TSA says on its website, the images made "will not be printed stored or transmitted".

"Once the transportation security officer has viewed the image and resolved anomalies, the image is erased from the screen permanently. The officer is unable to print, export, store or transmit the image."

Lara Uselding, a TSA spokeswoman, said passengers were not obliged to accept the new machines.

"The passengers can choose between the body imaging and the pat-down," she said.

TSA foresees 30 of the machines installed across the country by the end of 2008. In Europe, Amsterdam's Schipol airport is already using the scanners.

Melbourne Sex Club Threatened With Fines

MELBOURNE -- Eviction and more code-enforcement violations loom for The Hunt Club of Brevard, an underground swingers club that is under pressure to abstain from hosting sexually steeped soirees.

Melbourne officials and an irritated landlord want to close the club, which operates out of a yellow rented home on a residential cul-de-sac in the serene Oak Groves subdivision.

Bedeviled by opposition, club operators Richard Spalding and Kirsi Page face $250 daily code enforcement fines if they host swingers' parties after today. Recent examples of their events have been "Naughty Girls, Ice Cream and High Heels Social," a pajama party and a paper-mask masquerade, according to various Web sites.

In a Tuesday e-mail to Code Enforcement Administrator Dan Porsi, Page contended that her club is a private group, not a business. She stated that Melbourne officials were "making up ridiculous fines and singling out a few people to persecute."

"Fully grown adults will not tolerate being told who they can and cannot have sex with," Page wrote. "Twisting existing laws or making up new ones to punish people for their sex lives is not only arrogant and misguided, but also corrupt in the sense that you are using your political position to impose your favored sexual practices on someone else."

Penny Hanson, who owns the Beth Lane home, is evicting Spalding and Page, City Hall records show. A lease termination notice was delivered to the house, effective June 30. Otherwise, beginning July 1, the club operators must start paying double rent, or $123.33 per day.

Porsi has ruled that The Hunt Club is:

# A commercial venture operating inside a private home, violating zoning rules. A certified letter detailing this alleged violation was delivered Wednesday.

# An illegal "sexual encounter business" that allows alcohol and fails to comply with Melbourne's adult entertainment regulations. A second certified letter was delivered Saturday.

Porsi gave the club until today to cease swingers' activities. Otherwise, the Melbourne code enforcement board could consider the matter during its July 30 meeting -- and levy daily fines of up to $250. .

Previously, The Hunt Club asked party attendees for $40 donations, and the club sought $60,000 from investors to build an eight-bedroom complex. But in her e-mail to Porsi, Page stated that her organization violates no local laws.

"We have our friends over for parties. Yes, people at our parties consume alcohol. It is not against the law to have friends over to your house for fun," Page wrote. "That does not constitute the operation of a business."

The Hunt Club featured a stripper pole and stage, swinging sex chair and a bedroom that was converted into an "observation room," Police Chief Don Carey said in April.

In her eviction letter, Hanson warned that she will conduct a final walk-through inspection July 1.

"I took detailed photos of my home, property, appliances, fixtures and plants before you moved in, and I expect the home to be returned to me in the same condition," Hanson wrote.

Honeymoon of kinky sex games for Marilyn Manson and Dita

Today I am waiting for someone to have a good time with, no a GREAT time with. I am full of passion and have a wild imagination. Do you like to see women masturbabe? How about if I put 2 dildos in my hot wet hole for you? Would that turn you on? Or maybe beads? Tell me your wild fantasy, my show for you will make you happy. Can I be your cam girl??

Come and see now!

A honeymoon of kinky sex games was how shock rocker Marilyn and new bride Dita Von Teese likely spent their first days of wedded bliss together.

Just days before they wed in a gothic castle in Ireland on December 3, 2005, the burlesque dancer revealed her taste for exotic sex.

She told Steppin' Out magazine, "I'm into bondage. I think it's really fun, and I love playing the part of the damsel in distress. The feeling is amazing when someone (spanks me) right."

Sexy Teese also admitted to "dabbling" in erotic asphyxiation - the sex game that led to the death of INXS rocker Michael Hutchence in 1997.

"I think it's exciting when you do it with someone you trust. I know there are different gadgets people can buy to do it to themselves safely, so that when they pass out they can breathe again. You just have to do it safely," she told the magazine.

The celebrity couple were wed at the Ireland home of their artist friend, Austrian Gottfried Helnwein on December 3, 2005. They entered the Great Hall of the Gurteen La Poer castle under gothic arches and with harp music playing. They exchanged vows at midnight.

The conventional, non-denominational wedding ceremony in Kilsheelan, County Tipperary was officiated by their Chilean friend, underground film director, Alejandro Jodorowsky before 60 guests.

Music was provided by German singer and bandleader Max Raabe. The wedding guests were served a gothic banquet in the castle's dining room.

Among the guests at the stylish wedding were Ozzy and Sharon Osbourne, Keanu Reeves Lisa, Marie Presley, David Lynch. Jean Paul Gaultier and Eric Szmanda. Many of the guests stayed at the the nearby Irish mansion Kilshane House.

Guests were invited to take part in skeet shooting, archery and falconry in the days following the wedding.

The bride's wedding gown was designed by Vivienne Westwood. Complete with a train and petticoats that she wore over a Mr. Pearl couture corset, Dita's gown was made in royal purple silk taffeta.

She also wore a tri-corn hat designed by Stephen Jones and shoes by Christian Louboutin.

Marilyn wore a black silk taffeta tuxedo trimmed in velvet. His tuxedo was designed by John Galliano, and his hat by Stephen Jones.

Wear A Miniskirt, Fly Half-Price

DALLAS - Southwest Airlines, after getting grief for telling a young woman her outfit was too revealing to fly, is now using the brouhaha as a marketing ploy — announcing a fare sale to honor miniskirts.

The airline on Friday offered 23-year-old Kyla Ebbert two free round-trip tickets and issued a double-entendre-laced news release announcing "skimpy" sale fares of $49 to $109 each way, available for 10 days.

Ebbert took her case to "The Dr. Phil Show" on Friday. Host Phil McGraw read an apology from Southwest Chief Executive Gary Kelly during the show, which is scheduled to air Tuesday.

Ebbert said she was on a Southwest plane ready to take off from San Diego on July 3 when an airline employee asked her to change her miniskirt, top and sweater or get off.

In a compromise, the 23-year-old Californian was allowed to stay on the flight to Tucson, Ariz., after pulling her skirt down a bit and her top up.

Kelly said the airline apologized to Ebbert in August and thought the affair was over. But in the past two weeks, Ebbert went on NBC's "Today Show" and was scheduled to tape an episode of "The Dr. Phil Show" on Friday to recount her tale.

Ebbert's account, and a similar one by another young California woman this week, led to unfavorable news coverage and Internet chatter about Dallas-based Southwest Airlines Co. Newspaper columnists and bloggers derided the airline — which in the 1970s put its stewardesses in hot pants and called itself "The love airline" — as prudish.

So Kelly decided to change the tone Friday by issuing another apology to Ebbert — company President Colleen Barrett was dispatched to phone her — and announce a lighthearted fare sale pegged to the controversy.

Man Steals Urine Sample

A man confessed to breaking into a Porter County probation office and stealing two urine samples, including his own, police said.

Joseph Klinkman, 23, of Valparaiso faces a burglary charge for Tuesday night's break-in. The theft was discovered Wednesday morning at the Porter County PACT office, which operates programs for prisoners, ex-offenders, victims and witnesses.

A judge had ordered Klinkman to undergo programs through PACT because of an earlier drug possession charge.

Valparaiso Police Detective Sgt. Jeff Balon said Klinkman broke into the PACT office by sliding between an air conditioner and a window, then reached in and grabbed the samples off a file cabinet.

"He'd been in a few hours before and gave a urine sample," Balon said. "He saw they were testing for a drug he didn't think they were testing for. He panicked."

Klinkman took his own urine sample and one provided by a friend, Balon said. The other man was not believed to have participated in the burglary

Both men were ordered to provide new urine samples Wednesday, and both could face sanctions if they test positive.

Chief Probation Officer Neal Hannon said he had never seen such a theft in his 37 years on the job.

"Generally, people don't have a desire to retrieve their own urine," he said.

Office Sex? Yep!

San Francisco supervisors voted down a measure Tuesday that would have barred city managers from engaging in sexual relationships with their employees - a thinly veiled swipe at Mayor Gavin Newsom's admitted affair with a staffer, who also was his campaign manager's wife.

The measure failed with an overwhelming 10-1 vote, with only Supervisor Chris Daly, the legislation's sponsor, voting in favor of it.

"It is common practice in the corporate work setting where managers ... are held accountable and these types of relationships are not tolerated," Daly said.

The measure would have prohibited city managers from "engaging in romantic or sexual relationships" with employees.

Earlier this year, Newsom acknowledged having an affair with his commission appointments secretary, who at the time was the wife of his campaign manager.

The mayor's spokesman Nathan Ballad said, "Chris Daly has no business poking around in anybody's personal life."

"We're pleased that the Board of Supervisors had the wisdom to kill Chris Daly's intrusive legislation," he said.

San Francisco also is on track to becoming the largest city in the country to issue municipal identification cards to undocumented immigrants after the board on Tuesday issued its second and final approval of the ID card measure sponsored by Supervisor Tom Ammiano. Mayor Gavin Newsom is expected to sign the legislation.

San Francisco's next mayor will get an extra year added to his term if Supervisor Jake McGoldrick gets his way. Citing the poor turnout in the Nov. 6 mayoral election, the supervisor proposed a charter amendment that would have the mayor, the sheriff, the district attorney, the city attorney and the treasurer elected in even-numbered years.

Putting those offices in the same election cycle as the president and the governor will bring more voters out, he said. The amendment must go through the board and then be approved by the voters before it takes effect.

McGoldrick also wants a ballot measure calling for public election of the seven directors of the Metropolitan Transportation Agency's Board of Directors. The directors would receive $1,000 a month as compensation and be required to ride Muni an average of once a week.

The supervisor also called on the board to make prostitution a low-priority crime in San Francisco, arguing that the incidence of human trafficking, exploitation of prostitutes and exploitation of minors "approaches zero in cultures where sex work is approved."

He asked the city's budget analyst to prepare a report to the board on how much money the city is spending to enforce prostitution laws.

Make A Baby - Win A Car

ULYANOVSK, Russia (AP) - Make a baby. Win a car.

Don't be surprised if the streets are empty and curtains drawn in this central Russian region Wednesday as residents take up an offer by the regional governor to help stem Russia's demographic crisis.

Ulyanovsk Gov. Sergei Morozov has decreed Sept. 12 a Day of Conception and is giving couples time off from work to procreate.

Couples who give birth nine months later on Russia's national day - June 12 - receive money, cars, refrigerators and other prizes.

It's the third year in a row that the Volga River region, about 900 kilometres east of Moscow, has held the contest. Since then, the number of competitors - and the number of babies born to them - has been on the rise.

"If there's a good, healthy atmosphere at home within the family, if the husband and wife both love each other and their child, they will be in good spirits and that will extend to the workplace," Morozov told AP Television News.

"The leadership (of the country) is interested in the family," he added.

Russia's population has dropped sharply since the 1991 Soviet collapse, fed by low life expectancy, declining birth rates, a spike in emigration to other countries, a frayed health care system and other factors.

Russia, although the world's largest country in terms of land mass, now has just 141.4 million citizens, making it one of the most sparsely settled.

Experts expect the population decline to accelerate, estimating that Russia's population could fall below 100 million by 2050.

Just 311 women signed up to take part in the first competition, in 2005, and qualify for a half-day off from work. The following June, 46 more babies were born in Ulyanovsk's 25 hospitals compared with the previous June, including 28 born on June 12, officials said.

More than 500 women signed up for the second contest, in 2006 - resulting nine months later in 78 babies, or more than triple the region's daily average. So far this year, the region's birth rate is up 4.5 per cent compared with the same period last year.

"I don't think people get pregnant just to get a prize on the 12th (of June) but if the dates coincide and they give you a . . . car there's nothing wrong with that," said Yuri, 28, a father-to-be who declined to give his last name.

In his state of the nation address last year, President Vladimir Putin called the demographic crisis the country's most acute problem and announced a broad effort to boost the birth rate, including cash subsidies for couples giving birth to more than one child.

Women who give birth to their second or third child receive vouchers worth the equivalent of C$10,500 that can be used to pay for education or home repairs.

In Ulyanovsk, everyone who has a baby in a local hospital on June 12 gets some kind of prize. The winners of the grand prize - a locally made SUV called a UAZ-Patriot - are couples judged by a committee on criteria such as "respectability" and "commendable parenting."

Perhaps not surprisingly, the effort has drawn snickers. According to one joke circulating on the Internet, regional university teachers - after being ordered to draw up special activities for Wednesday - proposed covering the floors of school gymnasiums with mattresses and dimming the lights.

One blogger, writing under the name of "gezesh," proposed round-the-clock pornography to be broadcast on local TV channels, region-wide distribution of sex toys and Viagra and free by-the-hour hotel rooms for young couples.

Andrei Kartuzov, who won the last "make a baby" grand prize along with his wife, Irina, said they had been planning to have another child anyway when they heard about the contest.

The campaign "is a good help for people, especially for those living in villages," he said. "If they hold such actions every year, then maybe we will have (more children) growing up and Russia will be bigger."
